| Brief Description of Assignment |
: |
The Government of the People’s Republic of Bangladesh has received financing from the World Bank toward the cost of the Bangabandhu Sheikh Mujib Shilpa Nagar (BSMSN) Development Project under Bangladesh Private Investment & Digital Entrepreneurship Project (P170688) and intends to apply part of the proceeds of these funds to payments under the contract for the provision of consulting services by an Individual Consultant (National).
The main objectives of the assignment are to:
• Assist PMU ensuring occupational health & safety during construction and Operations of various industries in the EZ in line with the requirements of ESF, GOB and GIIP ;
• Formulate, maintain and update a standard database related to occupational health & safety activities of the project according to regulations by GOB/WB;
• Provide all kinds of supporting documents for other agencies in relation to the OHS requirements;
Support PMU to establish and oversee grievances mechanism related to OHS issues and follow it up and ensure its satisfactory disposal;
• Advise PMU to ensure OSH requirements by the contractors;
• Provide comments and opinion on all of master plan and study on occupational health & safety issues;
• Organize capacity development program for BEZA officials, developers, investors, contractors and workers on OHS issues;
• Monitor the day to day work to ensure occupational health & safety of the workers;

Qualification and Experience
Academic:
• The candidate should possess minimum Master’s degree in environmental science/Chemical Engineering or B.Sc. in Engineering in relevant field or equivalent. Professional certification in Health & Safety in industrial hygiene, hazardous chemical management etc. will get priority.
Experience:
• The applicant should possess minimum10 years’ experience on OHS issues with exposure of dealing issues on Economic Zone development or Industrial development; Experience on World Bank Environmental & Social Framework, Stakeholders Engagement Plan, ESA etc., The incumbent should have Good communication and coordination skills. The applicant should have good knowledge on international best practices on OHS (for example ILO OSH 2001 - Guidelines on occupational safety and health management systems, ILO Code of Practice Safety and Health in Construction 1991). The candidate must have good knowledge on Economic Zone labour Laws, EZ welfare policy, and/or and social safeguard policies of the World Bank.
• Good communication and coordination skills.

Duration of Services and Place of Work
• Contract will be initially for two years and extendable every year based on performance till December 2025.
• Duty Station: Head office located at BEZA Office located at Dhaka; however, the consultant should have field visits across the economic zones located in different districts.

The Bangabandhu Sheikh Mujib Shilpa Nagar (BSMSN) Development Project under Bangladesh Private Investment & Digital Entrepreneurship Project (P170688) now invites eligible applicants to indicate their interest in providing the Services. Interested Consultants are invited to provide information indicating that they are qualified to perform the services. The shortlisting criteria are relevant qualifications and experience of the individual Consultant.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (Revised November 2020) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the ‘Open Competitive Selection of Individual Consultants’ method set out in the World Bank’s Procurement Regulations.
