The consulting services (“the Services”) are include, not limited to: (Detail scope of services are mentioned in the terms of reference):
• Orientation of International/National Best Practices and Preparation of Slide Deck.
• Diagnostic and Situational Analysis.
• Development of DCNUP O&M Plan
• Preparation of O&M Plan templates
• Application of O&M Plan templates/ Preparation of an Asset Register
• Pilot Implementation of O&M Plan.
• Preparation of Overall DCNUP Asset Management Plan |

Expected date for commencement of the services is December 2022 and completion within 18(Eighteen) months. Estimated Key Professional staffs is about 84(eighty four) months as continuous/intermittent throughout the project tenure. The Dhaka City Neighborhood Upgrading Project (DCNUP) to be implemented by Dhaka South City Corporation (DSCC) under Local Government Division, ministry of Local Government, Rural Development and Cooperatives, Government of Bangladesh now invites eligible Consultancy Firm to indicate their interest in providing the Services. Interested consulting firm should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Key Experts will not be evaluated at the short listing stage. The short listing criteria are:
1. Brochure of the firm showing age of the firm, office space with available logistics and General experience of the firm.
2. Description of similar works with experience certificate.
3. Experience in similar operating environments and conditions
4. Availability of appropriate experience and professional qualifications among Applicant’s staff and adequate resources to carry out the assignment and
5. Managerial strength and financial capacity |

The attention of interested Consultants is drawn to the Section III, para 3.14,3.16, and 3.17 of the World Banks” Procurement Regulations for IPF Borrowers, July 2016 and updated in November 2018,” setting forth the World Banks policy on conflict of interest. Consultancy Firm may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a Joint Venture and/or a Sub-consultancy, In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultancy Firm will be selected in accordance with the Consultant Quality Based Selection (CQS)-Open National method set out in the Procurement Regulations.
