INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
Scope of services includes but not limited to the following:
a) Supplying and Installation of Necessary Equipment, Computer Hardware/Software etc., Commissioning, Operation and Maintenance of Real-Time Web-Based Toll Collection & Weigh Scale System including Multi Station Monitoring.
b) Up-gradation of Existing Toll Collection System including Solution for Online (web-based) Real Time Multi-station Toll Monitoring System, Incorporation of RHD’s unified Toll Collection System Software, Establishing link with BRTA Data Base System and Radio Frequency Identification System (RFID).
c) Installation of RFID based Pre-paid Smart Cards and Wind Shield tags Enable “Touch-and-Go" and "Fast Track/ETC" Toll Collection System.
d) Ensure Traffic Management, Safety and Security Support within the Bridge and Bridge Approach Area.
e) Ensure Total Backup Support and Supply of Necessary Spare Parts from Ready Stock for Smooth Operation of Toll System for 24/7 Basis.
f) Networking with Bank for Auto Data Transfer of Collected Toll.
g) Insurances.
h) Technology Transfer and Institutional Training. |

The EOI will be Evaluated of the Basis of the following criteria/documents:
1. Experience of the Firm in similar assignment completed successfully /ongoing successfully during the last 10 (ten) years as follows:
a) General experience of the firm/JVCA (Lead partner or Other Partner or Consortium Partners or Association members) with General Experience of Minimum 05(five) years in IT Related Works by Authentic Documents & Overall Experience in/company’s Brochure.
b) Design, Development, Supply & Installation or Up-gradation of Online (web-based) Real Time Electronic/Computerized Toll Collection System including Multi-Station Toll Monitoring of Major Bridge/ Flyover/Highway/Expressway with Minimum Contract Value of BDT 1 (one) crore in a Single Contract Completed over a period of last 10 (ten) Years Supported by Authentic Documents.
c) Operation & Management (O&M) of Online (web-based) Real Time Multi-station Toll Monitoring Electronics/Computerized Toll Collection and Traffic Data Management System of Major Bridge/Flyover/Highway/Expressway with Minimum Contract Value of BDT 3 (three) crore in a Single Contract Completed over a Period of last 10 (ten) Years or On-going Contract Supported by Authentic Documents.
2. Experience of the Firm(s) in Similar Assignment Executed/Completed during last 10 (ten) years in Similar Operating Condition.
3. Availability of the Appropriate Skilled Staff (list of relevant professional Staff including their Qualification & Experience in Similar Nature of works) and Availability of the Resources & Demonstration Capacity to Carry out Such Assignment.
4. Financial Capability & Administrative/Managerial Strength:
a) Average Annual Turnover shall be Greater than BDT 4 (four) crore Over the last 5 (five) years.
b) The Minimum Amount of Liquid Assets or Working Capital or Credit Facilities shall be BDT 1 (one) crore.
c) Company’s Incorporation Certificate, Updated Trade License, VAT Registration Certificate, Latest Income Tax (IT) Certificate and Administrative/Managerial Structure with Company’s Organogram with list of Staff.
N.B- All experience certificates shall be issued by competent/concerned authority not below the rank of Executive Engineer or equivalent and to be submitted with the proposal. |

Submission of EOI shall be in closed envelop mentioning the name and address of the Applicant, EOI no. & date and be addressed to the EOI issuing Authority in 2 (two) copies; 1 (one) marked as ‘ORIGINAL’ and other as ‘COPY’ in separate envelope in the form of bound book. Both the “ORIGINAL” and “COPY” shall have to cover within a single envelope. The Applicant shall mention the page no. on EOI documents serially and authorized person shall sign on every page. |
