| Brief Description of Assignment |

The People’s Republic of Bangladesh has received a grant from the World Bank towards the cost of the ‘Technical Assistance for Repurposing of Agricultural Public Support towards a Sustainable Food System Transformation in Bangladesh (TARAPS)’ Project and intends to apply part of the proceeds towards payments for consulting services to be procured under the project. The following consultant (national) will be recruited on the basis of individual capacity.
2. Scope of Services:
The e-Voucher Specialist (Design, Implementation & Impact) will play a pivotal role in designing, implementing, and optimizing e-voucher systems within the agricultural. This involves leveraging digital platforms to streamline the distribution of subsidies, improve beneficiary targeting, and enhance transparency in agricultural value chains.

3. Educational Qualification:
• Masters in Agricultural Economics/Bachelor of Science in CSE or Software Engineering, or Information Technology (IT), or Information Systems or related subjects.
• Advanced degree/diploma/ certifications in Business/Project Management (PMP, PRINCE2)/ICT or related subjects will be Preferred.
4. Specific skills and Experience:
• Should have about 10 years of progressive responsible professional experience in Software Engineering/CSE/ICT related fields.
• Should have 8 years of work experience in Government/Semi-government/Autonomous/Donor Projects/Private organizations.
• Experience in project monitoring and familiarity with Iterative Beneficiary Monitoring (IBM) approaches will be preferred.
• Experience in designing new concepts with digital systems will be preferred.
• Familiarity with evaluation designs such as quasi-experimental design and randomized control trials, as well as expertise in econometrics/biometrics, is preferred.
• In-depth knowledge of e-voucher systems and digital payment mechanisms is preferable.
• Expertise/knowledge in agricultural supply chains and subsidy distribution programs is preferable.
• Proficiency in technical documentation, data analysis, and reporting is required.
• Familiarity with survey tools, data visualization software, and M&E frameworks is preferable.
• Computer & ICT literacy and skills are required.
• Proficiency in written and spoken English, as well as report writing, is required.
