| Eligibility of Tenderer : |

i) The minimum number of years of general experience of the Tenderer in contracting industries in public sector as Prime Contractor/Sub-Contractor/ Management Contractor with valid License issued from Department of inspection for Factories and establishment (DIFE) for outsourcing of manpower under Bangladesh labor law 2015 shall be 05 (Five) years.
ii) The minimum specific experience as a Prime Contractor in providing non-Consultant Service of at least 02 (two) Years contract completed over a period of Five (05) years with a value of at least of Tk.4.0 (Four) Crore shall be required. Contract for providing Service will be treated as similar nature. |

Section 2 TDS, Qualification Criteria, ITT 11.1(b): The minimum specific experience as a Prime Contractor in providing non-Consultant Service of at least Two contract of similar nature, complexity and methods/technology completed over a period of five (5) years and the cumulative value of two contracts (minimum service period: 2 years) shall be at least Tk 3.85 crore counting backward from the date of publication of IFT. Contract for providing any non-consultant Service will be treated as similar nature. Complexity and methods/technology refer to the contract for Outsourcing of Manpower. The Bidder must submit the attested copy of Performance certificate (Supported By attested copy of NOA & Agreement of Contract) Otherwise the performance certificate will not be considered. The Satisfactory Performance certificate should be in End User's letterhead Pad and shall contain end-user's full mailing address/ e-mail address, website address/fax and phone no for convenience of authentication.
Section 2 TDS, Tender Opening and Evaluation, ITT 40.7: The point to be given as following: (in case of man-power supply)
Driver B, (inside and outside City Corp.) Category-2 (93 (Ninety-Three person)): 100 points
Age (Total Points Allotted: 30):
Candidates aged between 18 to 30 years will receive 30 points.
Candidates aged above 30 years but below 40 years will receive 25 points.
Candidates aged above 40 years but below 60 years will receive 20 points.
Educational Qualifications (Total Points Allotted: 30):
Candidates who have passed SSC (or equivalent) or above will receive 30 points.
Candidates who have passed Class Eight will receive 20 points.
Specific Experience as a Driver (Total Points Allotted: 40):
Candidates with 3 years or more of driving experience will receive 40 points.
Candidates with 2 years or more but less than 3 years of driving experience will receive 35 points.
Candidates with 1 year or more but less than 2 years of driving experience will receive 30 points.
Section 2 TDS, Tender Opening and Evaluation, ITT 40.8: The minimum Technical Points (Tp) required to pass is 70%, for individually and aggregated.
In the event of a tie for the lowest evaluated price, the tenderers shall be ranked based on their aggregated Technical Points (Tp). If aggregated Technical Points (Tp) also result in a tie, tenderers shall be ranked as per Clause 98 (31) of PPR-2008, based on their past performance. The past performance indicators to be considered for tie breaking are: 1. Type of service provided. 2. Number personnel engaged in that service. 3. Whether any penalty was imposed during that service.

Section 7. Performance Specifications and Drawings, Appendix A - Description of the Services, Clause no 1.1: The list of proposed personnel more than 30% of the tendered quantity has to be submitted in tender stage. All required information as per clause no ITT 40.7 of 93 nos driver should be submitted in a list in tender stage along with Attested copy of educational qualification, driving experience certificate and NID. Other relevant documents shall be submitted to the PE immediately after NOA. The Contractor shall furnish a declaration that the employee(s) proposed to be engaged to perform any sort of jobs for the Works and Services under this Contract has/have not been discharged or dismissed from any previous works or services of WZPDCL/ DESCO/ DPDC or other electrical utility under Power Sector, or under any Contractor involved in the similar nature of works. |
