Title : PPR, 2025 boosts tender participation

The participation in tenders through electronic Government Procurement (e-GP) has increased substantially since the newly-framed Public Procurement Rules, 2025 (PPR, 2025) came into effect on September 28, 2025.

Mr. S. M. Moin Uddin Ahmed, Chief Executive Officer (Secretary) of the Bangladesh Public Procurement Authority (BPPA), said this while attending a workshop on the Public Procurement Rules (PPR), 2025 and electronic Government Procurement (e-GP) as the Chief Guest in Rajshahi on 11 December 2025.

The BPPA organized the workshop at the conference room of Deputy Commissioner of Rajshahi. The workshop was managed by the Bangladesh Center for Communication Programs (BCCP).

Md. Habibur Rahman, Additional Divisional Commissioner of Rajshahi, attended the workshop as the special guest. Deputy Commissioner and District Magistrate of Rajshahi, Afia Akhtar, presided over the session. Program Director and Deputy Chief Executive Officer of BCCP Dr Zeenat Sultana was present in the workshop.

In his speech, BPPA CEO said, “The government has made e-GP mandatory through enactment of the Public Procurement Rules, 2025 (PPR, 2025) for which all tenders now have to be conducted through e-GP.”

“The PEs and tenderers are being provided training on the new PPR, 2025 and for that the BPPA is holding workshop in districts and upazilas for creating awareness about the new PPR and the amended PPA, 2006,” he further said, adding, “The PPA, 2006 was amended through an ordinance in 2025 and following that PPR, 2025 was formulated in place of the PPR, 2008.”

“Both the PPR, 2025 and the amended PPA, 2006 came into effect on September 28, 2025. The BPPA is now disseminating PPR, 2025 across the country through workshops,” he said.

BPPA Director Sk Shahidul Islam Shahariar made a presentation on PPR, 2025 focusing various important new rules as well as amended rules and schedules. A total of over 40 representatives from procuring entities and tenderers in Rajshahi participated in the session.

BPPA has been conducting such workshops on the PPR 2025 and e-GP across the country for creating awareness and capacity-building.
