| Description | : | The Bangladesh Public Procurement Authority (BPPA) has taken up an initiative to construct a multi-storied sustainable (green) office building in the Agargaon administrative area of the capital, in line with the Sustainable Public Procurement (SPP) Policy. With this objective, a Pre-Procurement Conference on the proposed construction of the BPPA Bhaban was held on 18 January, 2026 at the BPPA Conference Room located on the Bangladesh Planning Commission campus. The conference was attended by experts and entrepreneurs involved in sustainable construction, including private-sector builders and developers, architects, civil and electro-mechanical engineers, as well as representatives from the Public Works Department (PWD), Department of Architecture, House Building Research Institute (HBRI), Rajdhani Unnayan Kartripakkha (RAJUK), Department of Environment, Institute of Architects Bangladesh (IAB), Institution of Engineers Bangladesh (IEB), and the Real Estate and Housing Association of Bangladesh (REHAB). The conference was chaired by the Chief Executive Officer (CEO) of BPPA and Secretary to the Government, Mr. S. M. Moin Uddin Ahmed. Mr. Shah Eyamin-Ul Islam, Director of BPPA, presented an overview of the proposed office building construction plan. Distinguished participants, including the Chief Engineer of PWD Dr. Md Khalequezzaman Choudhury, Chief Architect of the Department of Architecture Mr. Md. Asifur Rahman Bhuiyan and Director General of HBRI Dr. Mohammad Giasuddin Haider, and technical expert Mr. Mosleh Uddin Ahmed, shared thoughtful opinions and valuable suggestions on the proposed sustainable office building. This conference marks the first Pre-Procurement Conference organized under the newly enforced Public Procurement Rules, 2025 (PPR, 2025). Under the PPR 2025, provision has been made for early market engagement through pre-procurement conferences to determine appropriate procurement strategies at the initial stage. Informing the conference that a feasibility study for the proposed building is currently underway, the CEO of the BPPA stated that the BPPA is firmly committed to developing an iconic sustainable building. He emphasized that, at the project formulation stage, BPPA aims to follow recognized construction approaches based on realistic and acceptable standards by seeking advice from sector experts and economic operators. He also directed that a technical working group be formed comprising officials from BPPA, the Public Works Department, and the Department of Architecture to implement the subsequent steps of project formulation and building construction.
