| Description | : | The Bangladesh Public Procurement Authority (BPPA) has completed all 17 national workshops on procurement post review of contracts awarded by 17 government agencies during the fiscal years 2024–2025 and 2025–2026. The series of workshops began on 14 May, 2026 and concluded on 24 May, 2026. Mr. Shirajun Noor Chowdhury, Secretary, Implementation Monitoring and Evaluation Division (IMED), attended the workshops as the Chief Guest, while Mr. S. M. Moin Uddin Ahmed, Chief Executive Officer (Secretary) of BPPA, presided over the sessions. The agencies selected for the procurement post review are Bangladesh Police, Directorate of Primary Education, Health Engineering Department, Rajdhani Unnayan Kartripakkha (RAJUK), National Sports Council, Dhaka South City Corporation, Dhaka North City Corporation, Directorate of Technical Education, Bangladesh Hi-Tech Park Authority, Trading Corporation of Bangladesh (TCB), Bangladesh Power Development Board (BPDB), Dhaka Water Supply & Sewerage Authority (DWASA), Department of Fisheries, Directorate General of Food, Department of Livestock Services (DLS), Bangladesh Bridge Authority and Department of Disaster Management. To conduct the reviews, the BPPA engaged 17 individual consultants. Each consultant reviewed 25 contracts under the respective agencies and prepared draft final reports. The findings and recommendations of these reports were presented at the national workshops held in the conference room of the BPPA. The IMED Secretary said that procurement post review is essential for ensuring transparency and accountability in public procurement activities carried out annually by various government procuring agencies and entities. He noted that the review reports provide the concerned agencies with opportunities to further improve their performance. Through these reports, BPPA can also assess the level of compliance with the Public Procurement Act and Rules. At the opening of the workshops, the BPPA CEO explained the objectives of procurement post review. He said public procurement is guided by nine fundamental principles: transparency, accountability, value for money, efficiency, integrity, quality, sustainability, equal treatment, and fair competition. The purpose of the post review, he noted, is to assess whether these principles are being upheld in practice. The reviews also examine the extent to which Standard Tender Documents (STDs), e-GP Guidelines, and Sustainable Public Procurement (SPP) practices are followed in accordance with the Public Procurement Act, 2006 (PPA 2006) and the Public Procurement Rules, 2025 (PPR 2025). The CEO further illustrated how these principles are reflected in practice. For example, the preparation and publication of Annual Procurement Plans (APPs) on the websites of procuring entities and the entry of APP data into the e-GP system contribute to transparency, along with advertisement of tender notices in well circulated newspapers. Likewise, timely completion of procurement stages and the release of performance security within the stipulated timeframe reflect accountability. He added that, following the approval of an evaluation report, the Notification of Award (NOA) is required to be issued within seven days. Failure to do so indicates a lack of efficiency. “Overall, the objective of the procurement post review is to determine whether procurement activities are carried out in compliance with the Act and Rules,” he said. The individual consultants carried out the reviews following the formats and templates provided by BPPA. In each workshop, a procurement expert acted as discussant and reviewed the strengths and weaknesses of the draft report presented by the consultant. Senior officials from the respective agencies and ministries also attended the workshops and shared their opinions and suggestions on the draft reports. The reports will now be finalized by incorporating the recommendations and observations made during the workshops. As part of its mandated functions, the BPPA conducts procurement post reviews every year. The Authority also publishes the reports on its website for public access.
