The first batch of the Bangladesh Public Procurement Authority’s (BPPA) four-week (21-day) basic Public Procurement Management (PPM) training programme commenced on 8 August, 2026 at the Engineering Staff College Bangladesh (ESCB) at Ramna in Dhaka.

Organized by the BPPA, the first batch non-residential training programme will conclude on 1 September, 2026. A total of 28 officers from various government offices including four women officers are participating in the training.

The duration of the BPPA’s flagship basic procurement training was previously three weeks. It has now been extended to four weeks, with an expanded scope, under the Procurement Modernization to Improve Public Service Delivery (PMIPSD) project, which is being implemented by the BPPA with support from the World Bank.

The BPPA plans to conduct four-week training programmes for a total of 22 non-residential and five residential batches.

The duration and scope of the training have been expanded to provide participants with more hands-on learning through additional case studies and practical sessions. The revised programme also includes visits to the BPPA office and the office of a procuring entity to give participants practical insights into public procurement operations.

Moreover, the Public Procurement Rules, 2025 (PPR, 2025) has recognized physical services as a separate category of public procurement, requiring dedicated training sessions. The one-day session previously allocated to e-GP orientation in the three-week course has also been expanded to three days in the new four-week programme.

Mr. Abu Sayed Md. Kamruzzaman, Chief Executive Officer (CEO) of the BPPA and Secretary to the government, graced the inaugural session as the Chief Guest. Mr. Md. Ashraful Alam, Rector of the ESCB, attended as the Special Guest, while Engineer Shaikh Al Amin, Vice President (Human Resources) of the Institution of Engineers Bangladesh (IEB), chaired the session.

Mr. Shah Eyamin-Ul Islam, Director of the BPPA and national procurement trainer, attended as a resource person. Shaikh Muhammad Refat Ali, Director of the BPPA and Joint Secretary, and Dr. Tawheed Hasan, Programme Coordinator of the training, were also present.

In his inaugural speech, the BPPA CEO emphasized the importance of basic procurement training for government officials to enhance their capacity and ensure better public procurement practices across procuring entities.

Laying emphasis on sustainable public procurement, the CEO said for achieving sustainable development, implementation of sustainable procurement is very important.

He said participants need to develop a sound understanding of the provisions of the Public Procurement Act and Rules, as well as procurement procedures in line with the Standard Tender Documents (STDs).

He also stressed the importance of having a clear understanding of the e-GP system, as the government has made e-GP mandatory for all public procurement in the country.

In his welcome address, Md. Mohammad Ashraful Alam thanked the BPPA for organizing the training and welcomed the participants to the programme.

Engineer Shaikh Al Amin said the IEB is always ready to cooperate with the BPPA in organizing such training programmes at the ESCB.

The second four-week non-residential training programme will begin at the ESCB on 15 August 2026 and end on 8 September, 2026.

The training is conducted six days a week, excluding Friday, from 9:00 am to 5:00 pm each day.
