Title : Sixth three-week training on public procurement begins
Description : The sixth three-week training course on public procurement of goods, works and services organized by the Central Procurement Technical Unit (CPTU), IMED of the Ministry of Planning, began at the Engineering Staff College Bangladesh (ESCB) at Bausia in Munshiganj district on February 22(Sunday), 2009. Dean of the Faculty of Procurement and Supplies, ESCB, Engineer ARM Anwar Hossain, inaugurated the training on Sunday morning. Team Leader Liam Heavin, national trainer Saidur Rahman, senior trainer Salma Akhter C.Eng, and faculty trainer and coordinator Engineer Liaqat were also present on the occasion. A total of 26 officials from different government offices are taking part in the training programme that will conclude on March 10, 2009, said the dean of the ESCB. The sixth three-week training under the Public Procurement Reform Project (PPRP-II) is the part of 108 such courses to be held in next three years. About 3240 officials will be trained under the three-week courses. There are also courses of different duration. The Local Government Engineering Department (LGED), Roads and Highways Department (RHD), Bangladesh Water Development Board (BWDB) and Rural Electrification Board (REB) are four target agencies considered under this reform project. Officials from Dhaka City Corporation, ESCB, IMED, Directorate of Food, Sher-e-Bangla Agricultural University, Family Planning Directorate and Gas Transmission Company Limited along with those of the target agencies are taking part in the sixth course. The CPTU is implementing four major tasks under the PPRP-II with a view to making public procurement system in Bangladesh accountable, transparent and well-functioning. The components are; 1. Furthering policy reform and institutionalizing capacity development 2. Strengthening Procurement management at the sectoral level 3. Introducing e-Government Procurement (e-GP) 4. Communication, behavioral change, and social accountability. The objective of the project is to improve performance of the public procurement system progressively in Bangladesh, focusing largely on the key sectoral ministries and targeting their implementing agencies.
